Hi Kimtecture,
Sorry for the late response, I just arrive from holidays.
I think the best way to approach this is to make tsBox primitives (with 3x3x3 edges) for the main shapes and then tsBridge the center faces of each Box sides.........I am just thinking on it without actually testing it on a model........I will try to test it and show it to you as soon as I have time (to many things to catch up after holidays :) )

Hi Kimtecture,
I made a small video showing how I would aproach this kind of model. http://dl.dropbox.com/u/1988887/TaichungVideo.movThe example is just a rougth attempt but I hope it will help you to start a new one more accurate and fitting your specific needs.
Let me know if this helps.

Hi,

I modeled it in Rhino. For each floor follow this:
-draw the curves of level 0 and level 1 beased on the plan.
-loft them. It will give you the vertical tubes. (You can draw curves in the middle height to have more control on those lofts)
- then draw two horisointal surfaces and trim those tubes out of the floors.
Let me know if you have question. I modeled that 2 times in max and rhino!
